I suggest that both Holts and the P. & 0. should be represented Mr. Wurtzburg is particularly well qualified but at the same time the P. & 0. Group have always been the largest users of Hong Kong who have not owned wharf property themselves.

I think it unlikely that Mr. John Keswick will be available, but Mr. W. J. Keswick is in London at the present time. So long as Mr. Alan Reid is with this Ministry we would rather that he did not represent this Department at the same time as the local shipping interests.

3. We agree with the other proposed appointments but suggest that you should add to the Committee a representative of the Hong Kong & Shanghai Bank who we feel would give you better advice on trading aspects than anyone else.

4. While this Ministry will, of course, be glad to help with advice or otherwise at any time, we feel that it would be best that we should not be represented on the Advisory Committee.
